Chipped Skulls are the lowest quality of Skulls. There are 4 qualities in total and information on all of them can be found on the Skull guide. The Gems guide details all the different kinds of gems that can be socketed into gear.

Life On Kill reduced from 5% to 3%.
Healing Received increased from +3.5% to +4.5%.
Armor reduced from +125 to +75
Cost reduced from 30 Skull Fragments to 10 and 4,500 Gold to 1,000.
Level requirement reduced from 20 to 15.
