Cheer at the training militia.
Guard Boza has asked me to inspire the militia trainees near the eastern gatehouse in Kyovashad. A quick cheer should lift their spirits.

You need to use the radial menu and then select emotes. Use the mouse wheel change the menu until you see all the emotes. Select the "Cheer" emote.
